Promotions for regular customers

Hello again!
Does BL support promotions for regular customers? Example: Customer makes an order. Later to customer returns to make another order. Based on the first order the customer is granted a discount (certain amount or percent) for the second one.
I did not find an exact match on the feature list. I'm asking this again as a part of the evaluation process. Trying to find out whether above-mentioned functionality can be achieved using BL's existing features. And if not, how hard (roughly) would it be to do the implementation, where to start etc.
