Is there the Newsletters features in Braodelaf Commerce, i can't found anywhere in this site, if it already existed Please tell me where can i see and how to try it.

Currently we do not have this functionality baked into the framework. Rather than building it yourself, you might instead look into integrating with a service like Mailchimp.
