Images uploaded from admin are not getting displayed in rest

If I am starting admin tomcat server the following url
http://localhost:8080/cmsstatic/merchan ... 124147.jpg
it's displayed
but if I am starting rest-api tomcat server then this url is not getting displayed
and moreover if i am starting both /admin and rest-api
it's still not displaying the image
