Can't add product in admin 1.5.2-GA

I'm using a stock project generated by maven archetype for 1.5.2-GA.

1) Click 'Catalog & Merchandising' tab
2) Click 'Store' under 'Category Name'
3) Click 'Products' tab on top right
4) Click 'Add' under 'All Products' section
5) 'Product Search' appears instead of 'Add'

Is this the intended behavior?

Choosing the subcategory Product and adding does work, but the Category page is misleading.

I see your point and we'll try to improve the messaging on the UI. The intent in that flow is to add existing products to the category. Categories can contain any number of products and that is where you establish that association.

In general, the Broadleaf Commerce UI is broken down into modules (e.g. the top menu like Catalog & Merchandising, Content Management, etc.). Within each module, there are sections ("tabs") where you can manage what amounts to a single high-level entity.

The "Category" section is used to maintain categories and "add product" in that context means "add a product to the current category". Adjacent to the "Category" section is the "Product" section which is where you can administer products.
