If you are looking for a full PaaS, we've used http://www.cloudbees.com/ some in the past. It's a little pricey but worth it if you take advantage of all the features.

We have some production applications on Rackspace (their Cloud Servers). Their support really is second to none; you can get a technical person on the phone to answer questions in less than 10 minutes pretty much any time. They also recently released (back last fall) a new pricing tier with SSDs that is REALLY competitive. We are also using their Cloud Databases in some production apps too and it's really good. I feel that Rackspace is really in the same league as AWS. AWS edges Rackspace on features alone but the support that Rackspace offers; it's just insane how good it is if you don't have a dedicated infrastructure team.

For our development environments we use Digital Ocean (https://www.digitalocean.com/) just because of price. We haven't tried putting a production application on digital ocean servers but they've been pretty good to spin up test environments. And you really can't beat the price there.

Hope that helps!
