accent character encoding

I m using broadleaf 3.1.12 and switch it to mysql
All is working. When i switch language to french the translations are not correctly displayed in front demo page.
This concern all messages with accents in it.
For example we have line 64 "login.loginToAccount = Connectez-vous à votre compte" in file site/src/main/resources/messages_fr.properties

when displayed in html front login demo page it is shown as Connectez-vous à votre compte
As you see the & is replaced with & so the browser show "Connectez-vous à votre compte" in place of "Connectez-vous à votre compte"

Sure i ve taken care of Character Encoding in context.xml and server.xml even if messages are not stored in db in this case.
